PROBLEM TO BE SOLVED: To efficiently mount a shaft seal device for a turbine device. SOLUTION: A shaft seal device is arranged between a rotor and nozzle and provided with a plurality of arc seal parts 11-14 constituted to be engaged with circumferential grooves formed on the radial inside of the nozzle, and covers an outer peripheral surface of the rotor when the arc seal parts 11-14 are engaged with the circumferential grooves. The arc seal parts 11-14 are composed of partial rings 11a-14a formed in an arc shape and arranged in the circumferential grooves, hooks 51a-54b provided outside the partial rings 11a-14a and at both ends thereof and engaged with the circumferential grooves, seal plate groups 31-34 which are fixed to one another so as to keep predetermined radial clearances by making arc-shape ends inside the seal plate 30 face the outer peripheral surface of the rotor, and shim plates mounted inside the hooks 51a-54b to allow the adjustment of radial distances between the respective hooks 51a-54b and the partial rings 11a-14a.
