PROBLEM TO BE SOLVED: To provide a process for producing a coating aqueous polymer having excellent adhesion to plastic molded articles, hot water adhesion resistance, blocking properties, and excellent low temperature film formability; and to provide a resin composition for a plastic coating material. SOLUTION: The resin composition for a plastic coating material contains an aqueous dispersion of a resin obtained by dropwise adding a monomer mixture (II) containing methyl methacrylate to a reaction composition obtained by the emulsion polymerization of a monomer mixture (I) having 10-60 wt.% cycloalkyl (meth)acrylate, 1-10 wt.%α,β-unsaturated carboxylic acid, and 0.5-10 wt.% crosslinkable reactive group-containing unsaturated compound as essential components to perform polymerization. The Tg of the copolymer of the monomer mixture (I) is 10-50°C and the Tg of the copolymer of the monomer mixture (II) is 70-130°C.
