PROBLEM TO BE SOLVED: To provide a data access device, a data access control system, and a data access control program which improves waiting processing between instructions when vector instructions are given continuously. SOLUTION: The data access device includes: a vector element decomposing means which receives a vector instruction and decomposes the vector instruction into individual elements; a dependence analysis means which receives information about addresses of the vector instruction from the vector element decomposing means and generates instruction dependency information presenting dependency between the vector instruction and a preceding vector instruction received prior to the vector instruction; and an arbitration participating adjustment means which receives the elements and the instruction dependency information to determine whether the waiting processing is required before making the elements participate in arbitration based on the instruction dependency information, and makes the elements participate in the arbitration without executing the waiting processing when it is determined that the waiting processing is not required.
