PROBLEM TO BE SOLVED: To provide an oral cleaning fluid that can stably hold a gas in a high concentration in a liquid over a long period of time and exhibits high cleaning performances. SOLUTION: The oral cleaning fluid comprises a saturated solution of a gas where the gas exists as nano-size bubbles. The oral cleaning fluid comprises a liquid consisting of a molecule forming a hydrogen bond, where the distance of the hydrogen bond of a molecule existing at the interface of the liquid with the gas is shorter than that in the liquid in ordinary temperature and ordinary pressure. The bubbles in the oral cleaning fluid are burst by controlling pressure changes, temperature changes, shock waves, ultrasonic waves, infrared rays and oscillation to exhibit cleaning functions. The oral cleaning fluid is manufactured by the manufacturing apparatus of the oral cleaning fluid equipped with a gas-supplying part 2, a gas-liquid mixing part 3, a gas separation part 4 and a pressure-reducing part 5.
