PROBLEM TO BE SOLVED: To provide an aqueous coating composition producible of a coating film excellent in voltage resistance property and heat dissipation property. SOLUTION: An inorganic-organic hybrid aqueous coating composition using water as a medium comprises: a polysilanol compound (a) obtained by hydrolysis and condensation of raw material alkoxysilane; and an epoxy-modified resin (b) having a sulfonium group, a propargyl group and an 8-24C long-chain hydrocarbon group. In the epoxy-modified resin (b), the content of the sulfonium group is 70-180 mmol, the content of the propargyl group is 80-300 mmol, and the content of the long-chain hydrocarbon group is 5-120 mmol per 100 g of a resin solid content.
