PURPOSE: An opening and closing device and a small electronic apparatus are provided to perform an opening/closing operation through the slide operation of a second housing in a horizontal direction in relation to a first housing. CONSTITUTION: Hinge units(6,7) are attached to a first housing(2), and a slide apparatus(5) has a slide base member(8). The hinge unit includes a link apparatus. The link apparatus rotates in a vertical direction while keeping horizontal direction in relation to the slide base member. The slide apparatus is attached to a second housing, and includes an elastic unit(12) and a slide plate(11).
