PROBLEM TO BE SOLVED: To provide a pipe connecting device always maintaining a flow rate from a fluid pipe to a branch pipe connected to a communicated connection part through a branch port. SOLUTION: The pipe connecting device 10 includes a covering part 11 covering the fluid pipe 1, an opening part 13 having an opening end 13a along an opening end 1b of the branch port 1a formed on the fluid pipe 1, the connecting part 15 opened to water-tightly connect the branch pipe 40, and an opening and closing valve part 14 capable of communicating the opening part 13 with the connecting part 15, and is water-tightly connected with relative movement in the prescribed limit amount allowed with respect to the fluid pipe 1. The opening part 13 has the opening end 13a having an opening area larger than the opening end 1b of the branch port 1a so that the opening area of the branch port 1a can be maintained even when the pipe connecting device 10 is relatively moved to the limit amount.
