PROBLEM TO BE SOLVED: To solve the problem that a USB host controller for embedded devices have limitations on the number of peripheral devices to be in connection via the pipes. SOLUTION: An arbitration circuit 13 is included in a host controller 10 that can be connected to a plurality of external devices via a plurality of pipe control circuits. The arbitration circuit 13 includes an available state information storage unit 132 that stores available state information. The available state information indicates an available state of the plurality of pipe control circuits 15 and is updated by the pipe control circuit 15 by a unit of data transfer of a predetermined communication size. The arbitration circuit 13 further includes an arbitration unit 135 that refers to the available state information storage unit 132, selects the optional pipe control circuit from the available pipe control circuit 15, and allocates the selected pipe control circuit to the external device, while updating the available state information storage unit 132.
