PROBLEM TO BE SOLVED: To avoid deterioration of the throughput in a communication network, while maintaining frequency efficiency. SOLUTION: This controller of the communications network including a first radio cell and a second radio cell is provided. The controller includes a first determination part which determines whether or not a transmitter of one radio cell can receive a signal to be transmitted from a transmitter of the other radio cell; and a control part which performs control, based on the first determination part so as to change channels of the first radio cell or the second radio cell so that communication of the first radio cell does not interfere with communication of the second radio cell, when it is determined that the transmitter of the second radio cell is able to receive the signal to be transmitted from the transmitter of the first radio cell, and that the transmitter of the first radio cell is unable to receive the signal to be transmitted from the transmitter of the second radio cell by the first determination part.
