PROBLEM TO BE SOLVED: To provide a hair curler for a doll or an animal-figured toy, which makes water readily evaporated from hair in a state of being twisted around the curler and can get quickly and easily the hair after being curled and which abounds in practicality, and to provide a doll or animal-figured toy set using the same. SOLUTION: The hair curler 1 for the doll or the animal-figured toy includes: a cylindrical hair curler body 2 around which the hair is twisted; and a fixing member 3 which fixes the hair twisted around the hair curler body, wherein the hair curler body has through-holes 21 which occupy an area of 10% or more to the area of the outer surface.
