A brake (4) is placed in a frame (2). A non-return roller (5) is free in rotation in clockwise direction. The rotation of the non-return roller is blocked in anti-clockwise direction. The brake is utilized for braking a rope (70) by friction. An end (70a) of the rope is fixed at a load.
