PROBLEM TO BE SOLVED: To provide a catalyst which can be used for quickly treating halogenated organic compounds such as PCB, whose performance can be easily recovered even when activity thereof is deteriorated, and which can be continuously used for a long period of time. SOLUTION: The catalyst to be used for treating halogenated organic compounds is used so that a liquid mixture which is prepared by mixing halogenated organic compounds or a liquid including them, an alkali compound and a hydrogen donor, is brought into contact with the catalyst while being irradiated with microwaves to treat halogenated organic compounds.
