PROBLEM TO BE SOLVED: To provide reclining mechanism which realizes miniaturization and does not make a hand and so on of an operator touch a member which regulates the relative turning of an internal gear and an external gear within a definite range. SOLUTION: A plate cover 26 is fixed on an internal gear 24 in order to regulate the axial movement of an external gear 23 which engages with an internal tooth 24a by an external tooth 23a. Also, a projection part 23e which projects from a side surface near the external tooth 23a to a plate cover side is formed on the external gear 23. A stopper part 26a which regulates the relative turning within a definite range by abutting on the projection part 23e at a given relative turning position when the external gear 23 and the internal gear 24 turn relatively is formed on the plate cover 26.
