PROBLEM TO BE SOLVED: To provide a lighting control system, which can perform dimming control based on an average brightness of a lighting area in conformation to two or more types of luminaires differed in cycle of light output fluctuation, when the light output of a luminaire to be controlled is periodically fluctuated in a cycle of a critical fusion frequency or more. SOLUTION: A mode switching means 22 switches between a setting mode for operating a sampling means 21 in a sufficiently short first sampling cycle and a control mode for operating the sampling means in a second sampling cycle longer than the first sampling cycle. A cycle setting means 23 measures, in the setting mode, the cycle of light output fluctuation of the luminaire 30 from a sampling result, and sets the second sampling cycle and sampling frequency based on the measured cycle. An averaging means 24 determines, in the control mode, an average value of detection value for one cycle of light output fluctuation of the luminaire 30 from sampling results of the sampling frequency set by the cycle setting means 23.
