PROBLEM TO BE SOLVED: To provide a fixing device that prevents deterioration of a fixing device by reliably detecting an abnormal state of application to a heater and stopping supply of power to the heater, and to provide an image forming apparatus, a method for controlling a fixing heater, a program, and a recording medium. SOLUTION: The fixing device 250 includes: a pressure decreasing part 105 for decreasing a voltage applied to the fixing heater 253; a voltage detecting part 107 for detecting a heater application voltage, which is a voltage applied to the fixing heater 253; an abnormal state-detecting part 109 for comparing a heater control signal, which controls a voltage applied to the fixing heater 253, with the heater application voltage detected by the voltage detecting part 107, and for determining whether the application state to the fixing heater 253 is abnormal or not; and a switch 10 for stopping the application of the voltage to the fixing heater 253 when the abnormal state-detecting part 109 determines that the application state to the fixing heater 253 is abnormal.
