PROBLEM TO BE SOLVED: To more accurately support determination of regions to which similar measures can be applied as the same classification. SOLUTION: A graph conversion part 101 divides a plurality of set regions into set regions, and sets each of those regions as a node given identification information on which investigatable characteristics are reflected, and makes the graph of the conditions of the plurality of regions by using inter-region traffic as a link connecting the nodes. A graph characteristic calculation part 102 calculates the average and variance of the orders of the respective nodes in a basic node group configured of nodes whose characteristics are matched with a set basic reference on the basis of the graph generated by the graph conversion part 101.
