PROBLEM TO BE SOLVED: To suppress discarding and retransmission of up data of a EUL (Enhanced Up Link) call. SOLUTION: A base station device 1 is applied to EUL services for increasing the power for use in data transmission in the up direction from a mobile station device to a base station device 1 under a prescribed condition, and includes a scheduler part 10 for transmitting an instruction to increase the up power of the EUL call to the mobile station device when the prescribed condition is satisfied. The base station device 1 further includes: an up data burst detection part 11 which predicts the rapid increase in a data transmission amount in a line for use in data transmission in the up direction of a DPCH (Downlink Dedicated Physical Channel) call; and an E-AGCH (Enhanced Absolute Grant Channel)/E-RGCH (Enhanced Relative Grant Channel) transmission stop part 12 which stops transmission of E-AGCH/E-RGCH of the instruction to increase the up power in the scheduler part 10 when the up data burst detection part 11 has predicted the rapid increase in a data transmission amount in the line in the up direction of the DPCH call.
