PROBLEM TO BE SOLVED: To provide a piezoelectric device which has excellent impact resistance and electrical connection reliability, and to provide a method of manufacturing the piezoelectric device. SOLUTION: In the piezoelectric device 10, the principal surface side of a crystal vibrating piece 1 different from a principal surface where the external connecting terminal 16a of a base 13 of a fixed terminal is formed, is adhered and fixed by a silicone adhesive 39 as an elastic adhesive onto a second layer substrate 22 in the vicinity of a vibrating-piece connecting electrode 25a provided on the third layer substrate 23 of a package 20. Furthermore, the external connecting terminal 16a of the crystal vibrating piece 1 and the vibrating-piece connecting terminal 25a of the package 20 are electrically connected by a conductive adhesive 49 which is solidified after being applied to be in contact with both the external connecting terminal 16a and the corresponding vibrating-piece connecting electrode 25a. The vibrating-piece connecting electrode 25a of the package 20 is disposed at a part lower than the principal surface of the crystal vibrating piece 1 on the side where the external connecting terminal 16a is formed.
