PROBLEM TO BE SOLVED: To encode a high-resolution image by an encoder corresponding conventional resolution, and to provide a reproduction image at a high frame rate with respect to performance of the encoder.

SOLUTION: Low-resolution images generated by repeating a process of reducing high-resolution images for M frames to be converted to low-resolution images, and dividing each frame of the next N frames into a plurality of frames to be converted to low-resolution images are encoded to generate a reduced compression image stream and a divided compression image stream. By decoding only the reduced compression image stream when performing decoding, content confirmation is enabled even by a decoder corresponding to conventional resolution. A high-resolution image equivalent to frames before and after a reduced image is restored by decoding and synthesizing the divided compression image stream, and a reproduction high-resolution image is obtained by converting the reduced image to a high-resolution image by using it.
