PROBLEM TO BE SOLVED: To provide an image-forming device and an image-forming method which control conditions for forming a toner image on an image carrier on the basis of the toner amount of a reference toner image formed on the image carrier such as a photoreceptor, which is provided in an image-forming device such as a copying machine, a printer, a facsimile or the like, in consideration of an influence of an image, which is formed before the reference toner image is formed. SOLUTION: Conditions for forming toner images on image carriers 20Y, 20M, 20C and 20BK are controlled by using: a toner amount-detecting means 90 which detects the toner amounts of reference toner images formed on the image carriers 20Y, 20M, 20C and 20BK; and a corrected toner amount-computing means 64 which computes corrected toner amounts which are obtained by correcting the toner amounts detected by the toner amount-detecting means 90 according to images formed before the reference toner images are formed.
