The present invention relates to a water treatment apparatus, in particular, to a water treatment apparatus which inhibits or reduces scale and biofouling generated in pipes used in bioprocesses, a water purifier, and the like, and which generates plasma between a filter made of titanium and a power-applying electrode so as to reduce biofouling. The water treatment apparatus for reducing biofouling according to the present invention comprises: a water tank housing, one end of which has an inlet port and the other end of which has an outlet port; a metal filter interposed between the inlet port and the outlet port of the water tank housing; a power-applying electrode arranged in the vicinity of the filter in the water tank housing; a power supply device connected to the power-applying electrode to supply current to the electrode; and a ground line connected to the filter, wherein plasma is generated between the power-applying electrode and the filter by means of the current supplied by the power supply device in order to remove deposits from the filter.
