<p>The device (2) has flow elements (42) arranged in partially flow resistance-increasing manner to increase flow resistance between a cooling agent stream (K) and the flow elements. The flow elements are partially aligned transverse to radial direction of flow of the cooling agent stream. The flow elements are integrally formed at a cooling base body (44), and heated components are arranged in the cooling base body. The flow elements are interrupted in the radial direction of flow of the cooling agent stream.
