This invention can improve the reliability of time resource data, which is allocated to a downstream control channel signal and notified via a downlink, thereby preventing a wasteful retransmission request repetition. A base station (20) combines a carrier indicator of a fundamental frequency block allocated to a downstream shared channel signal with time resource data allocated to a downstream control channel signal corresponding to the downstream shared channel signal; encodes the combined carrier indicator and time resource data; generates, as the downstream control channel signal corresponding to the downstream shared channel signal, a downstream control channel signal including the encoded carrier indicator; and transmits the generated downstream control channel signal by use of the fundamental frequency block allocated to the downstream control channel signal.
