The device has a short-circuit part (5) shorting power supply terminals (23b, 23c) of an engine (23), which rolls up a safety belt (13). An extraction of the belt is prevented by the short-circuit part of the power supply terminals of the engine. A withdrawal speed locking part (26) locks the belt, and a control unit controls shorting of the power supply terminals by the short-circuit part on basis of withdrawal speed that is detected by the withdrawal speed locking part. The short-circuit part is alternatively switched between the shorting and opening of the power supply terminals.
