Disclosed are a photoelectric conversion device and a photoelectric conversion element having a low cost and a high photoelectric conversion efficiency. The photoelectric conversion element has electrodes (2, 4), and a photoelectric conversion layer (3) comprising a medium wherein a spatial bias in electric charge arises by means of light irradiation. As the aforementioned photoelectric conversion layer (3) is a material wherein electron mobility and hole mobility differ, it is possible to provide a photoelectric conversion device and a photoelectric conversion element having high photoelectric conversion efficiency.
