The post (10) has a hollow body (12) fixed to a ground vertically, and a cover (14) with an opening (16) arranged in a tank (18) for receiving small pieces of waste. The hollow body has a slot (26) at level of its upper part (20). The tank is slipped at an interior of the hollow body by coinciding the slot with the opening. A locking unit locks the cover at the hollow body. A tube is fixed at level of an upper part of a tube portion.
