PURPOSE: A method and apparatus for supporting handover during controlling a dynamic service in a communication system are provided to solve the information inconsistency between a terminal and a system, the call connection failure and the handover failure. CONSTITUTION: A reception unit(405) receives a message for dynamic service control of a terminal, and a control unit(410) confirms whether a handover operation is performed for the terminal in a current section. The control unit blocks the received message if the confirmation handover is currently performed. The control unit performs a dynamic service control operation depending on the received message unless the handover operation is performed. If the handover operation is completed, the terminal and the target base station transmit and receive data by using the connections to which connection identifiers are allocated from the target base station.
