PURPOSE: A recognition system of license plates and a method thereof are provided to recognize a license plate by grouping an area which is distinguished by an edge. CONSTITUTION: In a recognition system of license plates and a method thereof, an edge discriminating unit(110) distinguish edge from the image of a license plate. A verification unit searches a charter area according to verification conditions of grouped area. A character-background determination unit(140) determines a character region and a background region by analyzing the intensity histogram of a character. A binary unit(150) binarizes the character region into a character area and a background area. A kind distinguish unit(180) distinguishes the kind of a license plate according the arrangement of the character in the character region.
