PURPOSE: A motion vector encoding device is provided to reduce the size of an encoding target differential vector by selecting a prediction motion vector using a space division with improved motion vector coding efficiency. CONSTITUTION: A candidate prediction motion vector concentrator(210) collects candidate prediction motion vectors into a plurality of groups. A representative prediction motion vector selector(220) selects a motion vector among the prediction motion vectors of the groups as a representative prediction motion vector. A prediction motion vector selector(230) selects one of the representative predict motion vectors as a prediction motion vector. A differential vector encoder(240) encodes the difference between the current motion vector of a current block and the selected prediction motion vector. |
