The device has a filling plug (140) i.e. drain stopper, comprising a through-hole extended to a pressure chamber and to pressure channels with respect to a cross-section of the through-hole. A locking member (147) i.e. ball, sits in the through-hole and positioned in sitting areas before and after closing of the pressure chamber and the pressure channels, where the locking member hermetically seals the through-hole. A hydraulic medium is stored under base pressure that is greater than the air pressure of standard atmosphere at sea level according to DIN 5450. An independent claim is also included for a method for generating and adjusting base pressure of pressure intensifiers of a braking- and clamping device.
