PROBLEM TO BE SOLVED: To obtain a heating-cooling device which accurately maintains cooling temperatures at a predetermined value during switching from heating to cooling by preventing condensate from remaining on the heat exchange face of a heat exchange container. SOLUTION: A cooling water supply pipe 5 is connected to the heat exchange container 1 via an automatic valve 12. The heat exchange face 2 is arranged on the upper face of the heat exchange container 1. Water repellent finishing is applied to the lower face 19 of the heat exchange face 2. The lower end of the heat exchange container 1 is connected to the suction chamber 10 of a suction means 6 via a pipe line 8. The suction means 6 comprises a liquid ejector 13, a cooling water tank 14 and a circulation pump 15. Condensate obtained by condensation of steam on the lower face 19 of the heat exchange face 2 is made to immediately fall in drops due to the water repellent finishing, without remaining on the lower face 19.
