PROBLEM TO BE SOLVED: To provide a robot control system and a robot control method capable of performing data-transmission/receiving with high speed and less delaying between a PC and an action control device. SOLUTION: The robot control system 1 includes the action control device 2 and an action instruction device 3. The action control device 2 includes: a communication part 201; a proxy part 202; a program memory part 203; a controller generalization part 204; a program execution part 205; and a robot control part 206, and is connected with a robot 4. The action instruction device 3 includes: a communication part 301; a proxy part 302; a data reading/writing part 303; a data memory part 304; a program part 305; and an input/output part 306, and is connected with an image display device 5 and an input device 6. Further, the action control device 2 and the action instruction device 3 are connected through a network such as a LAN and a USB (universal serial bus) I/F (interface).
