PROBLEM TO BE SOLVED: To provide a steel pipe pile foundation capable of enhancing construction performance by increasing skin friction and a horizontal resisting force, and preventing the leakage of artesian water, and a method for constructing the steel pipe pile foundation. SOLUTION: The improved ground KG is constructed by ejecting cement milk into a soft stratum G1, so that intimate contact with an outer peripheral surface of an upper pile body 3 can enhance adhesion, and increase the skin friction and the horizontal resisting force. Additionally, when an upper pile body 3 passes through the soft stratum G1 in the case that the artesian water is stored in an intermediate stratum G2 immediately below the soft stratum G1 as a viscous soil stratum, adhesion between the improved ground KG and the outer peripheral surface of the upper pile body 3 can be enhanced to inhibit the artesian water from ascending along the outer peripheral surface of the upper pile body 3, and the construction performance can be enhanced by preventing the leakage of the water to a ground surface.
