PROBLEM TO BE SOLVED: To provide a concrete cooling device which efficiently cools concrete, and to provide an apparatus and a method for placing the concrete using the concrete cooling device. SOLUTION: This concrete cooling device includes: a cooling portion 3 which houses a cooling medium 5; a pipe 2 which passes through the cooling portion 3, which is installed in the cooling portion 3 in such a manner as to be rotatable on the central axis of the pipe as a rotational center, and into which the fluid concrete enters; and a rotary mechanism 4 for rotating the pipe 2 with the concrete.
