PURPOSE: A mat winding and keeping device is provided to be easily moved to an installation and storing place and to immediately keep a reeled mat. CONSTITUTION: A mat winding and keeping device comprises: a perpendicular frame(4) which is formed into a trapezoidal shape and locates in the left and right sides; a main body(2) consisting of welded upper and lower link frames; a plurality of winding bars(10) in which an elastic fixed piece is attached; a pair of gears which are fixed to and coupled with to cross by a chain; a driving box(9) which is attached to the inside of the main body; and casters(15) attached to the lower part of the front and rear of a vertical frame.
