<p><P>PROBLEM TO BE SOLVED: To provide a photoelectric conversion device excellent in characteristics such as photoelectric conversion efficiency, and to provide a method of manufacturing the same. <P>SOLUTION: The photoelectric conversion device includes: a transparent conductive film; a dielectric film formed on the transparent conductive film; and a semiconductor layer formed on the dielectric film, wherein the photoelectric conversion device has positive fixed charge obtained by injecting cesium of≥2×10<SP>14</SP>cm<SP>-2</SP>into the dielectric film in the vicinity of an interface between the dielectric film and the semiconductor layer, wherein carriers reach the transparent conductive film through the dielectric film.
