PROBLEM TO BE SOLVED: To construct a tide-preventive breakwater with a built-in power generating function in an area in need of the tide-preventive breakwater for disaster prevention. SOLUTION: Rolling-in waves are introduced into wave collecting wrapper tubes 12 arranged in spiral parallel between a highest tide level and a lowest tide level, and a power generating air turbine 2 is rotated with compressed air generated in the tubes. Wind tunnel wrapper tubes 13 are arranged in parallel at the upper end of a wide and long bank, and compressed air generated in the tube is also supplied into the power generating air turbine 2.
