PROBLEM TO BE SOLVED: To satisfactorily allow both starting by a cell motor and starting by a kick shaft. SOLUTION: A control device 10 includes a crank pulse sensor 36 detecting a crank position, an intake pressure sensor 40 detecting intake pressure, a stroke determination part determining the stroke of an engine, a starting method determination part determining the cell starting or the kick starting, and an injection control part controlling a fuel injection valve 21. The injection control part allows the fuel injection valve 21 to inject fuel after the stroke determination is finished when the cell starting is determined and allows the fuel injection valve 21 to inject fuel before the stroke determination is finished when the kick starting is determined.
