PROBLEM TO BE SOLVED: To perform a scheduled report at each hour of 24 hours to improve communication reliability without increasing the frequency of the scheduled report. SOLUTION: A scheduled report transmission time is set in a scheduled report transmission timer 62 of a wireless sensor 16-11, and a scheduled report message is transmitted based on an output of the timer where the scheduled report transmission time is set so that an absolute value of a difference with 24 hours is one hour, a prime number time specified by a prime number of five or more, or a time of less than one hour before and after a time with one hour or the prime number time at the center, for example, 23 hours. A radio receiving repeater resets and starts a scheduled report reception timer set in 48 hours whenever receiving the scheduled report message. When the scheduled report message is not received continuously so that the scheduled report reception timer outputs an output signal, the radio receiving repeater determines that the scheduled report is unusual and notifies the fault to a receiver so that the receiver outputs an alarm.
