PROBLEM TO BE SOLVED: To provide a portable monitoring device that moves to a location where a monitoring period is restricted, a location where mobility of the monitoring is required, a location where the monitoring period is restricted according to a season or a location where change of a monitoring place is required, to be able to monitor these locations as needed and to be able to stably supply electric power of a necessary level using a solar cell. SOLUTION: The portable monitoring device 300 includes: a housing 40 in which an imaging camera 30, a monitoring radio communication device 60, a first storage battery 70, a second storage battery 80 and a control section 90 are accommodated, and to which an antenna 601 is mounted; a solar battery 50; and an illuminating lamp 100. The housing 40, the solar battery 50 and the illuminating lamp 100 are attached to a predetermined location of a frame body 20 to be unitized. The portable monitoring device 300 is incorporated within a basket 108 attached on a distal end of a boom 104 of a truck crane 10, and this monitoring device 300 is used to monitor an event sie or the like in a downward view.
