PROBLEM TO BE SOLVED: To suppress occurrence of disadvantages such as early gear wear and gear chipping, while achieving commonality of a warm wheel and improvement of forming accuracy. SOLUTION: A joint plate 46 for swingably joining a gear shaft 51 and an output shaft 44 installed at the shaft center of a sector gear 45b is disposed on the bottom side of a gear housing 31 of a motion conversion member 45. A bend section 45c for disposing a joint portion 45a on the bottom side of the gear housing 31, and disposing the sector gear 45b on the opening side of the gear housing 31 is installed between the joint portion 45a of the motion conversion member 45 and the sector gear 45b. Thereby, the motion conversion member 45 is formed into a stepped shape, so that the joint portion 45a can be disposed close to the warm wheel 43, and the sector gear 45b can be disposed close to a gear cover 32.
