SOLUTION: A voice decoding switching system (100) includes first to N-th (N is an integer of two or more) voice decoding circuits (107, 108) which perform first to N-th decoding processing, which are different for voice codes according to voiced and silence information, and which output first to N-th decoding signals. A decoding switching means selects one of the first to N-th voice decoding circuits according to coding system switching information, and outputs the selected decoding signal, which is one of the first to N-th decoding signals, from the selected voice decoding circuit. A superimposing section (200) analyzes a characteristic of a past output background noise signal. By superimposing a noise signal for superimposing, which is generated based on the analysis results, on the selected decoding signal only in a coding system switching period, the superimposed signal is output as the voice signal.
