PROBLEM TO BE SOLVED: To provide a thermoplastic polyester resin composition having high flame retardance, little amount of dioxin generated, little metal-mold contamination, and excellent laser printability. SOLUTION: The thermoplastic polyester resin composition having a halogen concentration of≤2,000 ppm derived from a halogen-based flame retardant includes 100 pts.wt. of (A) a thermoplastic polyester resin, 5 to 60 pts.wt. of (B) a phosphinate salt represented by formula (1) or (2) (wherein R<SP>1</SP>, R<SP>2</SP>and R<SP>5</SP>to R<SP>7</SP>each independently denote 1-6C alkyl or aryl; R<SP>3</SP>and R<SP>4</SP>, 1-10C alkylene, arylene or a group in combination of two or more thereof; and n, an integer of 0 to 4), 0.1 to 20 pts.wt. of (C) an organosiloxane polymer which is in a solid state at 25°C, and 0.01 to 30 pts.wt. of (D) an antimony compound.
