PROBLEM TO BE SOLVED: To improve quality by shortening the period of verification work of a communication apparatus and a network constituted of a plurality of communication apparatuses. SOLUTION: All communication apparatuses are connected in a form of a star around a connection change switch 20, and an environment constructing section 11 operates the connection change switch 20 to connect communication apparatuses. This eliminates physical wiring work when constructing a verification environment and can easily construct a verification environment. A state control section 13 can verify a state change in the verification environment, such as power source ON/OFF and Link UP/DOWN without a person in charge of verification going up to the installation place of the communication apparatuses by controlling a power supply converter 40 a link switch 50 to change states of the verification environment.
