PROBLEM TO BE SOLVED: To reduce a charging amount as much as possible in a time zone which the user does not wish to charge a secondary battery, when the battery capacity of the secondary battery is charged partially so long as the secondary battery is chargeable even before a predetermined charging start time, in order to reduce such a risk that an apparatus must be utilized in the state where the battery capacity of the secondary battery is low. SOLUTION: A charging reservation means 101 sets the charging start time for the secondary battery 105 following the instruction of a user. When the secondary battery 105 is chargeable, a required battery capacity calculation means 102 calculates a battery capacity required from that moment in time to the charging start time. When the required battery capacity calculated by the required battery capacity calculation means 102 exceeds the residual battery capacity of the secondary battery 105, a charging control means 103 instructs a charging circuit 104 to charge the secondary battery 105 until the residual battery capacity thereof reaches the required battery capacity.
