PROBLEM TO BE SOLVED: To solve the problem with a vehicle speed control apparatus using a chassis dynamometer driven by a look-ahead vehicle-speed instruction, wherein the apparatus may not establish consistency between a standard vehicle-speed instruction and a look-ahead vehicle speed instruction and may not achieve smooth stroke work. SOLUTION: An invalidation instruction unit is provided, which invalidates the output of the look-ahead vehicle-speed instruction when there is no consistency between the standard vehicle-speed instruction and the look-ahead vehicle-speed instruction. When an invalidation flag by the invalidation instruction unit is on, the standard vehicle-speed instruction is output to a vehicle-speed controller as a target vehicle-speed instruction. When the invalidation flag is by the invalidation instruction unit is off, the look-ahead vehicle-speed instruction subjected to smoothing processing is output to the vehicle-speed controller as a target vehicle-speed instruction.
