PROBLEM TO BE SOLVED: To decrease access to a content filtering information management server by increasing a substantial amount of content filtering information by suppressing duplicate registration of the same URL in a URL information table. SOLUTION: The URL information table 25 contains a URL request history list 251 which accumulates URL and content filtering information of a target content 5 which has had browsing requests in the past in time series, and a ranking list 252 which ranks the URL and content filtering information on a target content 5 which has had browsing requests in the past to the order of frequency of browsing requests without overlapping the URLs. A table management means 24 manages the same URL which exists in the URL request history list 251 as many as or more than a predetermined number and its content filtering information by moving them to the ranking list 252.
