PROBLEM TO BE SOLVED: To provide a technique relating to a top plate and a method of manufacturing the same, for having both of writing performance and shock absorbability owing to an appropriate surface hardness and flexibility of a surface material and the shock absorbing action of a cushion material by constituting the top plate by a top plate body in which the surface material, the cushion material, a core material, and a back surface material are laminated, and a cut end material covering side edges of the top plate body. SOLUTION: The cushion material 4 is provided between the surface material 3 and the core material 5, the surface material 3 is formed of a thermoplastic resin sheet whose thickness is 0.1 mm-0.4 mm and pencil hardness is 2H-5H, the cushion material 4 is formed of the elastic material of EVA whose thickness is 1 mm-5 mm and hardness is HDA30-HDA80, and the thickness of the core material 5 is 5 mm-50 mm. While improving writing performance by the surface material 3, the shock absorbability is improved by the flexibility of the surface material 3 and the cushion material 4, and the top plate 2 achieves conflicting performances of both the writing performance and the shock absorbability.
