PROBLEM TO BE SOLVED: To prevent a channel usage rate from being deteriorated and to achieve performance improvement, by performing channel allocation by taking into account influences of interference caused by a mobile terminal device. SOLUTION: In a mobile communication system in which a plurality of base stations autonomously perform interference avoidance, based on a mobile terminal device and a position of a base station, channel allocation, by taking into account influences of interference to be exerted on the other base stations, is performed, and thereby a channel usage rate over all the system is improved. Namely, the number of base stations, which the mobile terminal device includes within a communication range, is defined as an index to evaluate the influences of interference. Then, a number of channels are preferentially allocated to a mobile terminal device which covers only a single base station and is present at a position not to exert influences of interference on the other base stations. On the contrary, only minimum channels are allocated to a mobile terminal device being present at such a position that a plurality of base stations are included within a communication range, and only when an excessive channel is generated, an additional channel is allocated.
