When an extractable video stream or video file is not stored upon a temporary content storage device, the gateway requests that an external server transmit video content that is specified by the request message, generates a plurality of video streams or video files that include video streams or video files with bit rates that the terminal that requested the content is capable of receiving and that are less than or equal to the bit rates that are obtained from the bearer QoS information, transmits to the terminal the video stream or video file with the bit rate that the terminal that requested the content is capable of receiving and that is less than or equal to the bit rate that is obtained from the bearer QoS information, and stores the plurality of video streams or video files thus generated upon the prescribed temporary content device. |
